Because fields vary and may consist of several different soil types each having differing reserves, the bulking of samples would give inaccurate results.
For an accurate measurement a number of samples are taken and their position recorded, a detailed map is then produced. This will pinpoint areas for treatment avoiding possible over or under application of products.
